The company submitted its application for Robotaxi permits in the state on June 26, 2025, and the Arizona Department of Transportation has confirmed that it is processing the application. This includes permits for both autonomous vehicle testing and operation, which can occur with or without a human safety driver.
Tesla has specifically highlighted interest in establishing its services in the Phoenix Metro area. A decision from the regulatory body on Tesla’s permit application is anticipated by the end of July 2025, marking a significant milestone as this will be the company’s first official move to set up its Robotaxi service outside Texas.
The expansion efforts into Arizona come just after Tesla launched its pilot Robotaxi program in Austin, Texas. The company is eyeing an array of future deployment locations that range from Tempe, Arizona, to various cities in California, Nevada, and Florida. Specifically targeted locations include Palo Alto, Fremont, and San Diego in California, as well as Henderson in Nevada and Jacksonville in Florida.

To enhance its operations, Tesla is enlarging the geofence for its pilot program in Austin and preparing to scale into other cities. The company is also launching a new geographic area for its mapping, which will include major updates aimed at regions such as India and improvements for Europe. Notably, Tesla is set to open its first showroom in India on July 15, 2025.
The mapping updates are expected to aid in future enhancements necessary for launching Full Self-Driving (FSD) capabilities in new markets. Meanwhile, President Elon Musk has suggested that the Robotaxi service could see an expansion into the San Francisco Bay Area within the next couple of months. However, as of now, the California Public Utilities Commission and the California DMV have not yet received any permit applications for deployment within California.
