Approximately 160 individuals are currently reported missing as a result of the floods, which have caused significant destruction and hampered recovery efforts in the affected areas.
The deployment, which took place on July 8, 2025, involves members of Arizona Task Force 1, a specialized unit within the FEMA Urban Search and Rescue Team (USAR). This task force is one of 28 nationwide and is trained in various rescue techniques, including swift water rescues, technical rescues, and hazardous materials detection. The team members were given a send-off from the Phoenix Emergency Services Institute, where their fellow cadets provided them with pizza before their departure.

Following an urgent deployment call received at 2 p.m., the team managed to mobilize within just seven hours, exemplifying their efficiency and readiness. Upon arrival, scheduled for around 9 p.m. local time on Wednesday, the team will report to a FEMA-operated command center for a briefing, after which they will commence search operations the following morning. The firefighters will conduct preliminary medical evaluations, including assessing blood pressure, before engaging in rescue efforts.
Arizona Task Force 1 will utilize various search methods in their efforts, which include flat water boats for navigating flooded areas, conducting tree searches to locate missing individuals, and performing confined space investigations. The team has brought specialized rescue dogs with them; two dogs are trained for live finds, while three are specifically trained to detect cadavers.
The situation remains fluid as the team’s operations could also extend to other locations experiencing severe weather events. Recently, flooding has impacted Ruidoso, New Mexico, which may prompt further requests for assistance from the Phoenix firefighters.
