The Community Safety Plans were approved by the Mayor and Phoenix City Council in 2022 and aimed to address concerns about crime and public safety within various neighborhoods. The outcomes of these plans have led to noteworthy drops in incidents of trespassing, theft, burglary, and aggravated assaults.

In the 27th Avenue Midtown area, the report found that violent crimes decreased by as much as 40%, contributing to an overall crime reduction of 29%. Residents have expressed feeling safer now, with a survey indicating that 68% of people feel “safe” or “very safe,” a significant increase from just 25% in 2023. Observations from locals have noted a difference in their neighborhoods, with reduced graffiti and overall blight.

In the wider Metro Phoenix area, statistics reveal that shoplifting has plummeted by 69%, burglaries have dropped by 53%, and overall crime has declined by 35%. The Bell Road area experienced the most dramatic changes, reporting an 80% reduction in shoplifting and a 43% decrease in overall crime. Hatcher Road specifically noted a 68% reduction in drug-related crimes and a 38% dip in total crime.

The implementation of the Community Safety Plans has also included targeted initiatives such as the coordinated outreach to assist the homeless. More than 250 individuals have been placed into shelters or received various support services. Additionally, as part of these efforts, the Royal Inn was closed down by the Phoenix Police and the FBI in 2024, which helped address chronic issues relating to drugs and prostitution in the area.

As part of the strategic plan, two Real Time Operations Centers have been opened in the Cactus Park and Desert Horizon police precincts. These centers leverage technology to improve crime response and investigation techniques, utilizing tools such as license plate readers, gunshot detectors, and CCTV cameras. The technologies implemented have played a critical role in detaining 1,449 individuals, recovering 194 firearms, and executing 412 traffic collision investigations. Moreover, the centers have recovered 368 stolen vehicles with a total value exceeding $3.2 million.

For areas like 19th Avenue, community safety has also been enhanced; this area reported a 17% decrease in overall crime and a 14% drop in aggravated assaults, aided by the installation of gated alley segments through the Gated Alley Program, which saw 64 alley segments gated.

Looking ahead, Phoenix officials are actively collecting community feedback regarding the findings of the ASU study. Aiming to continuously enhance public safety, they plan to present the study results along with recommendations to the City Council in September.
