Community leaders celebrated the opening of La Esperanza Terrace, a new affordable housing complex, in Phoenix on Tuesday, April 30, 2025. The complex, which consists of 96 rental units, is located at 3101 W. McDowell Rd., on land that was previously owned by the Isaac School District and served as a preschool site before its conversion into housing.
Families are anticipated to begin moving into La Esperanza Terrace next month, marking a significant milestone for the community. The project emerged from a collaborative effort involving the City of Phoenix, the Isaac School District, UMOM New Day Centers, and Maricopa County, among other partners, and represents the first of three initiatives aimed at creating over 300 new affordable housing units in the area.
The total funding for La Esperanza Terrace amounted to $36 million, with the acquisition of the property made possible through the School District Surplus Land Initiative. This initiative ensures that the land must be designated for affordable housing for at least 40 years, thereby reinforcing a long-term commitment to addressing the housing crisis in Phoenix.
The housing complex offers a variety of unit styles, including one-, two-, and three-bedroom units, designed for families earning less than $62,000 annually. In addition to affordable rent, residents will have access to several community resources. These include programs focused on computer training, financial literacy, and job-seeking opportunities, equipping them with vital skills for personal and professional growth.
