This incident has prompted scrutiny of the Arizona Department of Child Safety (DCS) and its handling of previous abuse allegations against her family.

Rebekah, along with her two siblings, attended Empower College Prep in Phoenix before relocating to rural Apache County in early July. DCS has revealed a troubling timeline of abuse allegations against the Baptiste family that stretches back to 2015. Richard Baptiste, Rebekah’s father, and his girlfriend Anicia Woods have been arrested and face charges of murder and child abuse following Rebekah’s death.

The DCS documented seven separate reports of alleged abuse or neglect pertaining to the Baptiste family between November 2023 and May 2025. Alarmingly, despite these ongoing investigations, additional reports were made regarding Rebekah and her siblings during this period. Empower College Prep had reached out to DCS a dozen times with concerns about the well-being of the Baptiste children, with some dates aligning with DCS’s established timeframe of allegations.

In light of the escalating concerns, Empower College Prep has raised questions about DCS’s procedures for managing multiple abuse reports and expressed a need for transparency regarding why some cases were closed despite new allegations surfacing. The school emphasized the necessity for DCS to reform its policies to ensure prompt and effective responses to urgent reports of abuse.

DCS attempted to observe the Baptiste children on May 21, but two of the three children were absent from school that day. A summary report from DCS indicated that efforts to locate the Baptiste family were ongoing at the time they received the near-fatality report, but these attempts were ultimately unsuccessful. Reports filed with DCS indicate that Rebekah and her siblings were primarily victims of physical abuse perpetrated by Anicia Woods.

In an earlier police incident report from April, Rebekah was noted to have a black eye, yet no photographic evidence was documented of her injuries. The police had been informed of several reasons for the children’s absences from school; however, minimal action was taken as they concluded that there was no clear evidence of abuse. There had been multiple prior interactions between the family and DCS prior to Rebekah’s tragic death.

Following Rebekah’s passing, a funeral ceremony took place, attended by family members and local police deputies. Rebekah’s grandfather and uncle served as pallbearers, highlighting the emotional impact of her death on the family and community.

Empower College Prep reported making twelve suspected abuse and neglect reports to DCS within the past year; however, DCS acknowledged only five reports during that time, with just one qualifying for further investigation. DCS admitted that Rebekah’s case was “known” to them but failed to effectively communicate the lack of thresholds met for investigations into abuse or neglect to the school staff and educators.

The tragic death of Rebekah Baptiste serves as a stark reminder of the critical need for effective child protective services and policies to safeguard vulnerable children from ongoing abuse. The demands for changes within DCS reflect a broader concern for the safety and well-being of children in Arizona.
