Despite these challenges, the Arizona Commerce Authority indicates that there is an increase in potentially job-generating projects, with 487 initiatives pending—up 66 from the previous year. These projects span various sectors including aerospace, semiconductors, and renewable energy. Notably, the construction of semiconductor manufacturing facilities could help create jobs in the future, although immediate job growth remains uncertain.

Moreover, while data centers in the metro Phoenix area have been found to add more value to property taxes than actual job creation, the overall job market remains precarious.
