In particular, Maricopa County, which houses a significant portion of Arizona’s population, is projected to take a staggering 85 years to close its housing deficit if the current trends in housing development continue. This means that working families, frontline workers, and seniors are facing an uphill battle in securing affordable housing within their communities. Many seniors are stuck on waitlists, while dedicated workers find themselves priced out of the very neighborhoods they serve.

Importance of the Arizona Department of Housing

Addressing this crisis heavily relies on the efforts of the Arizona Department of Housing (ADOH). Just last year, ADOH provided over $1.24 billion in aid to tackle housing issues. However, the department has come under scrutiny due to several audits that revealed room for improvement, especially concerning transparency in its operations. Some lawmakers recently highlighted a $2 million error in remittances by ADOH, which threw a spotlight on the need for more effective policy implementation and oversight.

Unfortunately, instead of creating effective long-term solutions, lawmakers are considering temporary renewals, putting the future of ADOH at risk. The ongoing conversation surrounding the federal Low-Income Housing Tax Credit (LIHTC) reminds us that progress is slow; only 8.5% of new housing qualifies as affordable due to Arizona’s rapid growth, which continues to outpace housing supply.

Hopes for Future Development

The state LIHTC program, initiated in 2021, was intended to provide a much-needed boost to the affordable housing sector, generating approximately $745 million in economic activity and supporting 4,500 jobs. However, even this vital program is capped at $4 million despite skyrocketing demand, and with its expiration date looming in December 2025, the clock is ticking for lawmakers to take decisive action.

There are some bright spots amid the gloom. In Globe, the Hill Street School is being transformed into 64 affordable senior housing units with the aid of $1.5 million in federal credits and an additional $1 million from the state tax credit. Meanwhile, Prescott Valley is set to welcome 72 affordable homes for low-income seniors as part of a crucial rural housing initiative. These developments give hope, but they are just drops in an ever-expanding bucket.

The Call for Legislative Action

Lawmakers now stand at a crossroad, facing the critical decision of whether to invest in Arizona’s future regarding affordable housing or let politics worsen this escalating crisis. The lack of decisive measures not only threatens the economic stability of Arizona but also impacts a wide range of demographics—including seniors, working families, and entire communities—steadily pushing more people towards the brink of homelessness.

With many experts arguing that half-measures will be ineffective, the emphasis is on making longer-term, strategic investments. Lawmakers are urged to commit to a four-year ADOH renewal and expand the LIHTC program to unlock new housing opportunities and stimulate economic growth. Failure to act will only result in fewer homes available, an increase in economic weakness, and rising rates of homelessness.

As Arizona grapples with these pressing challenges, there is a very real call for legislative courage. Without proactive steps, the state risks further instability in its housing landscape, leaving many vulnerable residents to fend for themselves in a rapidly changing environment.
