Construction has officially begun on The Moreland, a significant 237-unit affordable housing development situated at Moreland and Third streets in downtown Phoenix. This project aims to address the critical need for housing for working families and individuals in the area.
The first phase of the development, comprising 132 units, is projected to be completed by December 2027. Phoenix Mayor Kate Gallego highlighted The Moreland as a strategic investment supporting the city’s residential and economic expansion.
Developing a Two-Phase Affordable Housing Solution
The Moreland project is designed in two phases. Phase I will deliver 132 units, offering a mix of studio to three-bedroom homes. Phase II will add the remaining 105 units, focusing on studio and one-bedroom apartments. The development is located at 325 E. Moreland Street, on the former site of the Deck Park Vista Apartments, which were demolished in 2022. Former residents of the Deck Park Vista Apartments will receive priority for housing in The Moreland.
What Amenities and Services Will Be Available to Residents?
The Moreland will provide various amenities for residents, including community rooms, fitness centers, teen and youth spaces, and a parking garage. Additionally, residents will have access to onsite supportive services. These services include academic and career coaching, health and wellness counseling, technology assistance, and financial education.
Collaborative Funding and Development Efforts
The realization of The Moreland project is a result of a public-private partnership, utilizing a combination of funding sources. These include a private mortgage, Low-Income Housing Tax Credits (LIHTC), and financial contributions from the City of Phoenix. Key partners in the development include Brinshore Development as co-developer, the Arizona Department of Housing, Phoenix IDA, Red Stone Equity Partners, Citi Community Capital, CVS Health, EOS Builders, and SPS+ Architects.
CVS Health has invested over $18 million in Phase I of The Moreland, emphasizing that stable housing contributes to health and well-being. The City of Phoenix Housing Department also committed 131 project-based vouchers for returning and Choice Neighborhoods residents. The Phoenix City Council approved American Rescue Plan Act (ARPA) funding for The Moreland Phase I.
Addressing the Need for Affordable Housing in Phoenix
Phoenix Vice Mayor Kesha Hodge Washington emphasized the importance of building affordable housing near employment and transit corridors, stating that such projects ensure residents can reduce commuting costs and are “rooted in opportunity.” The city had a goal in 2020 to create or preserve 50,000 housing units by 2030, a benchmark that was reportedly met five years ahead of schedule by the end of 2025. Of these units, approximately 20.7% are designated as affordable and 24.7% as workforce units, indicating that nearly half of all new or preserved homes are aimed at households earning 120% or less of the area median income.
